Change #1
If you select code #1 in the Detector Performance field of the Basic Module and you are reporting a
Structure Fire, you must select code #1 in the Presence of Detectors field in the Structure Fire Module

Change #2
Incident Type codes 113-118 are "confined fires".  If any of these codes are selected, property damage
can not exceed $5,000.00 or and you will not be allowed to enter a Fire Service Casualty.

Editorial:  It is our belief that it is possible to have a confined fire and have a Fire Service Casualty
and/or property damage totaling more than $5000.00.  This has been brought to the attention of USFA
and if anything is done to correct this, it will be for the 2007 edit changes.  Unfortunately, in the rare
occasion that this situation occurs, it will result in a "FATAL" error and in the case of a Fire Service
Fatality, you will be required to change the Incident Type.  Where there a confined fire with no Fire
Service Fatality, you would need to report damages less than $5,000.00 or you will need to change the
Incident Type.

Change #3
The number of firefighters assigned to a piece of apparatus in the Personnel Module must match the
value entered in the "Number of People" field in the Apparatus tab of the Apparatus Module.  For
example, if you assign two pieces of apparatus with 3 people on each piece of apparatus and you
assign 20 personnel in the Personnel Module, you will receive an error and the USFA will reject these
files.  In the previous example, should you assign 3 firefighters to each apparatus and you still have a
total of 20 firefighters attending and you have 14 firefighters unassigned, you will receive and error.

Editorial: For volunteer fire departments who have firefighters responding in cars, this could be a
problem.  Typically, a volunteer fire department will like to record the apparatus that responded and
who responded on the apparatus, but many members will respond in their own cars and will not be
assigned to a piece of apparatus.  There are two workarounds:
1. Do not use the Apparatus Module
2. Create a "new" apparatus known as "OTHER" and assign all firefighters responding in their cars to
this new "Other" apparatus choice.

NEWS FLASH:
Again, this has been brought to the attention of USFA and we feel we at EMS, Inc. were directly
responsible for getting this changed from a "Fatal Error" to just a "
Warning".  Incident Records with
"Warnings" will be accepted.  "Fatal" errors are not accepted and must be changed in order to be
accepted.

Change#4
Transaction files that were created with our 2005 software will be rejected by the State of New Jersey
and USFA when they implement the 2006 changes.  The NFIRS version field in the transaction files has
changed where 2005 transaction files can not be read by the 2006 USFA software.

Editorial: If the State asked for a previous year's incidents from you, the file you send them will not be
read by their software if they are running any software adhering to the 2006 USFA specifications.
NEW JERSEY DIVISION OF
FIRE SAFETY (NJDFS) PLUS
ONE CODES
New Jersey has required +1 codes for the Incident Type and the Property Use fields in the Basic Module
and the Building Status field in the Structure Fire Module.  The new +1 Codes are as follows:

INCIDENT TYPE:
123A - Fire in a mobile building used as an amusement ride
137A - Open amusement ride on wheels/trailer

PROPERTY USE:
129A - Amusement Piers; indoor/outdoor, except arcade
129B - Boardwalk, ramps, and other elevated pedestrian walk

BUILDING STATUS:
2A - Illegal residential conversion
2B - Overcrowding

In our application, there will be an additional code to the right of each of the fields listed above to click
through and an additional pop-up screen will appear.  All codes in this +1 field will be blank except if you
select one of the codes listed above that consists of a +1 code.  (See example below)
